CPU core frequency going down when benchmarking

When my CPU (i5-12600KF) is idle, it pushes max speed (4.9GHz) because I have turbo speed on, however when I start stressing it with CPU-Z / Intel's CPU stress test with AVX it goes down to 4.5GHz, which doesnt make much sense to me, considering it should be running at it's maximum speed, which is 4.9GHz. What's causing this? Is this normal? Btw, this only happens on multi core tests. On single core it runs at full speed.

CPU: i5-12600KF
GPU: 4070 MSI Ventus X3 
Mobo: B760M GAMING X AX DDR4
RAM: GOODRAM 1x16GB 3600MHz
PSU: Thermaltake Smart BM2

That is incorrect.

4.9 GHz is the maximum "UP TO" single-core boost, or short-term multi-core boost.

According to INTEL specs, it should NOT be running at 4.9 GHz consistently. Otherwise, it exceeds the default/auto 125W / 150W spec.

 

As you can see here, it will temporarily peak, and then will level out at around ~4.5 GHz, during all-core workload / stress test.

Go into BIOS and change the default power limits if you want it at 4.9GHz all core in all workloads. Temps and power consumption will go up, but the score will go up a bit as well.

You need a Z series board to do that. The B760 chipset does not support an all core overclock at the maximum single core active turbo speed.
