CPU core frequency going down when benchmarking

That is incorrect.
4.9 GHz is the maximum "UP TO" single-core boost, or short-term multi-core boost.
According to INTEL specs, it should NOT be running at 4.9 GHz consistently. Otherwise, it exceeds the default/auto 125W / 150W spec.
As you can see here, it will temporarily peak, and then will level out at around ~4.5 GHz, during all-core workload / stress test.
