this is what I'm gonna put together

Dell Optiplex 5060 Desktop Computer | Hexa Core Intel i5 (3.2)                                                                                                                                  Patriot Viper Elite II DDR4 16GB(1 x 16GB) 2666MHz Single Memory Module                                                                                                            Western Digital 2TB WD Green SN350 NVMe Internal SSD Solid State Drive as boot drive

Patriot P210 SATA 3 2TB SSD 2.5 Inch for storage

XFX Speedster SWFT105 Radeon RX 6400 Gaming Graphics Card with 4GB GDDR6

and was going to put this ZoraVson H62JR 240W Power Supply to get some more wattage for the graphic card

I really think that you should go for a little bit more wattage on your PSU, 240 watts for everything is a little bit low, i would recommend a PSU of at least 450 watts from a reputable brand

450-500W PSU is already cheap enough that its not worth it to find small form factor PSU for something youll run dual GPU anyway. Also, 6400 doesnt need that in the first place, but i wouldnt buy it. Instead try to find 1650 with 75W limit and no power connector, that would last you through the entire cycle of that optiplex life.
