Static on screen

I built a new PC I used PC part picker to see if all parts are compatible I have a estimated wattage of 677 watts so I got a psu of 850 watts my gpu was a 4070ti it posted when outside the case after I put everything together it posted the next day all I got was static on my monitor I have trying other display port cables and pcie cables that work with my psu and it didn’t work I tried plugging in my 1080 and it posted so I returned the one a had a got a new one but I’m having the same issue I have updated the BIOS could I have gotten two bad gpus or could there be a different issue in my system
