Build is as follows:

7900X running PBO @5.5gHz

7900XTX not going above 2800mHz

ASUS TUF GAMING X670-E PLUS WI-FI 

64gb Corsair Vengeance RGB DDR5-5600 40-40-40-77

WD Blue SN570 1tb

PNY CS1030 1tb

Samsung 980 Pro 2tb

If you want it consistently going above 3GHz, you need to crank the power limit. Those cards are very power limited for the frequency. You aren't really going to get any more performance unless you do.

I’ve got total board power currently set to max of 430W, core clock set to 3150mHz, undervolted to 960mV (lowest it’s stable at) vram set to 2610 with fast timings, I can’t get it to crack 3ghz period
