Because unless there's a difference in default BIOS settings and if the VRMs are all adequate it shouldn't make a difference. With how good boards have gotten in recent years, unless you're looking at very low end boards the VRM is going to be adequate, so it just comes down to the default power limits for if performance will differ.
You can find motherboard testing though, Hardware Unboxed does tend to do it for every major board release (mostly focusing towards the lower end boards where VRM differences are likely to show up).

Yes. Theoretically the ITX board could have slightly worse if the VRM starts to overheat and thus power throttle the CPU, but if we're to assume perfect cooling solutions that isn't a problem.

The boards that performed noticeably worse have much worse VRMs and therefore the CPU is power throttling. All other boards are for the most part within run to run variance. The ITX board you mentioned is one of the best ITX boards out today with a better VRM than some lower end to mid range ATX boards, hence why this doesn't actually affect anything.
