Is it bad when VCORE is higher than Core VID?

Static overclocking like 1.2v all core and on multi core workloads sometimes Ryzen processors want less voltage than this.

 

So lets say cores wanted 1.1v, would 1.2v be harmful or beneficial to the performance?
