the issue is probably fan coil whine. i had a gpu before that would make fan noises around 40-50% and it worked fine

aslong as your temps are okay i don't see it being a huge issue

Not coil whine, but fan vibration. There is a harmonic frequency that will amplify the vibration if the fan is not perfectly balanced.

It’s not an issue right now, but over time it will wear out your fan bearing. You’ll know - the fan will get really loud as the bearing fails.

So when my gpu fans power up to 30% there is a low pitch pulsing noise once the gpu reaches higher rpm past say 35% it goes away returning around 71-100% fan speed
the noise is not the issues can this cause problems i would like to know
for context its a msi 2x 3060 its on a side table with littler support then a table but its all i can do for now until i move
The noise it not to noticeable
Will this cause damage to my gpu or is it just noise

I wouldn't say there is a problem, sometimes fans will work withing a strange noise range where it sounds like its pulsating, had this happen on a few cards at certain RPM's.
