I had an OC, and recently I deleted some old AMD driver directories in C:\AMD. Did that cause an issue? Cause in Catalyst, it says I have the overclock, but in GPU-Z, Speccy, and Heaven Benchmark it has the default clock. Plus, when I try to set the clocks to default, Catalyst does nothing. It, for some reason, cannot set it back to default. Help! I want my overclock back.

Yes. Should I reinstall the driver? If so, how the heck do I do that properly?

You can just download the latest driver from AMD and check for a "Perform Clean Installation" check-box somewhere in the install, the will install a fresh driver. I think it could have played a part. I've never had the problem before though, however I have a GTX 660.

So I reinstalled it and to no avail. However, Windows is telling me about how AMD Video Drivers weren't working, and one of their fixes is to edit a value in the registry. Should I try that? Here is the link.

I GOT IT WORKING!!! There is an option in Catalyst called "AMD Overdrive." In this, there is an option to change turn on Graphics Overdrive, which was off for some reason. Now it's on, and my problem is fixed! However, should I still go through with this Microsoft solution? It may fix the bluescreens I've been having in the past.

As long as you create a registry backup in case something goes wrong than yeah I'd say go for it.

I did the registry backup and just selected "Fix it for me." I restarted and everything seems fine now. I guess I'll find out if it truly works when I launch my games and such and nothing bad happens. If  something did, the program made a system restore file AND I backed up the registry, so everything should be fine now. Thanks for all your help.
