Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I am a first time builder who would like a pc for both professional and recreational activities. I am trying to look for parts for my budget that includes a 4070 ti (even if it’s not seen good to the majority) below are 2 specs that I have for both Intel and amd processing units, would like feedback for either systems

Intel would be the play for Microsoft office, and I don't think you'll need CUDA for your work until Microsoft added CUDA support (which i highly doubt would help in Excel or Access where it would matter the most) so going with AMD GPU here isn't a death sentence like in other work like video editing.

You'll definitely want a better cpu cooler for either build. I would recommend intel 13th gen for the cpu, and RTX 4070 for the gpu. 2TB of storage would be best, and you'll want a far better motherboard as well.
