Do what others are saying and get like a 5800x3d. You should be able to get $180-$200 from selling those two things which makes the budget $700.

Don't do that. Get a 5700X and put it in the board you already have.

Then aim to upgrade the GPU, maybe sell the old Ryzen and 1080Ti.

You dont need a new motherboard.  The 3800x will work in your motherboard just fine, might need to do a BIOS update.
I would suggest a 5700x /  5800x or 5800X3D instead ( BIOS update needed ) and then focus on your GPU later.

If you're upgrading the motherboard, you'll want to upgrade the cpu, motherboard, and RAM to the newest platform.

Update your board's bios and add a 5700X.

Upgrade Build:

5800x not 3800x

Point still stands. While the X370 pro4 isnt that good of a board it should be able to handle the lower end 5700X with flying colors, or the 5800X3D with some power tweaking and perhaps extra cooling on the VRMs.

 

From there, get a good GPU like what @191x7 and @PcBeExpensive stated.

Would this cooler be sufficient? I had it in my closet, it's brand new unused, I have had it for about a year lol. If it's not good enough I will buy the one you suggested.

I mean it would work as its rated for a tdp of 180 watts but the Thermalright Peerless Assasin 120 SE will cool it down much much better, I reccomend going with the Thermalright one. Also do consider looking for a used 6750xt and try to get it for like $250 ish and then get a better board like @SorryClaire suggested.

Its enough. But honest to god these Hyper 212 clones will contribute to grey hairs for the future of current techies. Theyre hard to mount.

Ok I will get the Thermalright one, so far I ordered the 5800X3D. What board would you recommend for the 5800X3D and 6750XT to be able to take full advantage? Also, will my 750 watt PSU be good enough?

Well motherboard im  not really sure. 750 watts will be enough. Are you buying a used 6750xt because otherwise a decent board wouldn't fit in your budget.

This board from Asrock is a good budget option. It's $109 though so $86 over budget, but if you look for a used 6750xt you should be able to cut down atleast like $60 and make it only $26 over budget.

yeah sure, that motherboard is very good and if you can fit a new 6750xt in your budget go for it!
