tl;dr passive USB-C extension cables are not part of official USB specifications, so wonky things happen like USB 2.0 requiring a certain orientation.

It is expected for newer standards to still support older standards.

So a USB 3.0/3.2 cable is still going to support USB 2.0 devices. You didn't order the wrong item, nor was it advertised incorrectly.
