I've got a computer with the following specs:

AMD Ryzen 5 1600

16.0GB Dual-Channel RAM

Gigabyte AB350-Gaming-CF (AM4)

I have a maximum of $400 to spend upgrading my system, what would you recommend I put that money towards?

Start with this cpu after you update your boards bios.

AMD Ryzen 5 5600

And 2x16GB of G.Skill DDR4 3200Mhz RAM.

We would need more... memory specs, storage, PSU, also country where you shop, cause prices are insanely different all over the world.

Depending on the rest of your system it might be from just mobo and CPU, to basically a full system overhaul, so we need more details, but in the general direction, it will be something similar to this:

PCPartPicker Part List

CPU: AMD Ryzen 7 5800X 3.8 GHz 8-Core Processor  ($208.80 @ Amazon)
CPU Cooler: Thermalright Peerless Assassin 66.17 CFM CPU Cooler  ($45.90 @ Amazon)
Motherboard: ASRock B550M Pro4 Micro ATX AM4 Motherboard  ($106.90 @ Amazon)
Total: $361.60
Prices include shipping, taxes, and discounts when available

Now whether you need better memory and PSU or not will determine what the exact specs could be. IF you have a good cooler and don't need to buy a cooler, you can also fit in a 5800X3D in that budget.

| Ryzen 7 5800X3D | Arctic Liquid Freezer II 360 Rev 7| AsRock X570 Steel Legend |

| 4x16GB G.Skill Trident Z Neo 4000MHz CL16 | Sapphire Nitro+ RX 6900 XT | Seasonic Focus GX-1000|

| 512GB A-Data XPG Spectrix S40G RGB | 2TB A-Data SX8200 Pro| Phanteks Eclipse G500A |

+1, id rather not replace the board because by then id just consider a full platform swap instead. Use the rest of the budget for the GPU and optionally the PSU.
