Hello I'm looking into getting a PC that can run new and future games like cities skylines 2 and Starfield at 4k 60fps. What parts should I get? My maximum budget is $1400 usd.

If we're going off the system requirements of starfield I would aim for 1440p 60 fps

Ye but it would have to be used parts (maybe a 5800X3D and a 6950 xt used)

I'd suggest this

4K gaming is all about the GPU, you can get a 7900XT but a tad above budget, if not possible downgrade to a 6950XT (-$100)

Yep, removing the storage would compress this to exactly 1400$. Same CPU performance in game to the 5800X3D but with actual upgrade path.
