Budget (including currency): $1300 CAD

Country: Canada

Games, programs or workloads that it will be used for: mostly gaming. Star Citizen, and AAA games

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

Currently I have a i5 9600k and a 2080 super, in a Phanteks Eclipse P300 case and a 550w power supply which I built in early 2019 (friend upgraded gpu so I got his 2080 for pennies)

I have two monitors, one 4k, and one ultra wide 1080p, both are 60hz, looking to upgrade to 144hz on the ultra wide in the near future.

I was thinking of upgrading the cpu, to either a i5 13600, or AMD 7800x3d, new mobo, and get 32gb of ram, and a new cpu cooler. Then in 2 years upgrade the gpu and psu.

I will continue to use my existing storage.

Would I be able to use my psu with the new cpu?

Not sure if I should rather wait and upgrade everything at the same time, I just . Star Citizen is a pretty cpu heavy game, so I've been maxing out the ram and cpu, but will I just be bottlenecked by the gpu in other games until I upgrade that?

2080 Super still hold value on used market too, so we can definitely squeeze in a GPU on this one to add. 400+300-350 = 700-750. RX 6800 XT and RTX 4070 exists at that price range.

But if OP is mostly on Star Citizen id go spend to the red on getting the best CPU. Star Citizen is super unoptimized in CPU usage department.

yes the existing PSU will work on the new parts fine, although a 2080 on a 550 is probably pushing it a bit.

What model PSU, you'd want it to be at least 'decent'.

2080 on a 550 is by no means pushing it, you can run a 4090 on a 650 no issues and a undervolted 4090 on a 550. The 4090 usually takes 450w of power but sometimes spikes higher, a 2080 draws 250-300w max

My First PC
CPU: Ryzen 5 5600x
Cooler: Asus TUF Gaming LC240
Motherboard: Asus ROG Strix B550-f gaming
RAM: 4x8 GB Corsair Vengeance RS (3200 MHz, CL16)
Storage: 1tb Samsung 980 Pro
Graphics Card: Asus Dual RTX 2060 OC
Case: Deepcool Matrexx 50
Power Supply: Corsair RM650x
Headset: Razer Blackshark V2
Keyboard: Corsair K70 Pro Mini (Speed Silver switches)
Mouse: Razer Viper Mini
Only changes I have made is I sold the 2060 for $235 AUD and bought a Powercolor Red Devil 6700 XT for $400 second hand (it was barely used, think I scored a deal on Ebay with that).

I love Photography (Using a Canon 60D)

Love F1, my favourite team is Ferrari and my favourite driver is Leclerc

I would get the 7800X3D as the 13600k is not as power efficient as the 7800X3D

I mean, if you can run a 4090 and a 5600 on a 650 a 2080 and 5700x should also be fine, tbh most cpus dont really take much power.
