When I completed the CPU installation, I did a dry run with the power/gpu and everything worked and was able to boot into the bios. I then threw everything into the case and screwed it in, plugged everything in, and then tested it, and it worked. Today when I brought it over to where I have the internet to install windows, it doesn't want to start. When pressing the power button, all the fans spin and lights light up for about half a second, then it shuts off. Any idea of what could cause this?

Reseat your GPU and RAM just in case. Also make sure your CPU fan is connected well to your CPU_FAN header on the motherboard. It could be turning off after detecting no RPM. Come back to us with what happens.

Also if you can, take photo's (close up) of all connectors and we can have a look around for you. The more eyes the better for you.
