Is this a general experience?, just in games?, just in online games?, just in online videos?
[Not sure I would have any ideas regardless, but the more details we hash out the easier it will be for anyone else to help.]

Is it like a small dip drop of FPS? Usually it is seen from the 0,1% of the FPS

It's hard for me to explain it accurately, but there is a difference between "lag" because of high ping in internet connection and your PC is struggling to process your game.

Try to lower the settings or even enable FSR (depending on your game) and see if there' still a sudden dip of FPS

*EDIT P.S

Could you also share your PC temps?

Your PC might be throttling due to lack of cooling

I also already checked the temps to see if that’s the issue but the temps are normal

Seems like it's loading assets when you're exploring some area in games, which is usually caused by "slow" storage speed (but not always)

Could you also share what storage you use for OS & game directory?

I used to play on newish title like "Marvel's Spiderman" on laptop with NVME PCIe 3.0 (rated read just about 2GB/s), and it does freeze to load assets such as road, building and so on.
