System Not Posting

I had made my build and it was working perfectly, but I decided to watercool it. Now when I go to turn it on I get a yellow light and qcode 15. The system does not post and is only on for about 10-15 seconds before abruptly turning off. Rgb, fans, and pumps all turn on while the mobo is on. I have taken the whole computer apart back to the test bench setup. I did remove the ram heatsink to add them into the the ram waterblock. When I use one stick of ram and move it to the 1st or 3rd slot I recieve qcode c5.

I believe it's a problem with the ram, but do not know how to remedy it.

Evga 1300 Watt p+

64 bit windows 10

if you remove the water cooling parts and reset the bios does the machine function in that configuration? also why is there a ram waterblock

I removed all watercooling parts, I reset the cmos, and I did a bios flashback. The ram waterblock was just to be extra, and it also has a screen to display temps and etc.
