So my computer keeps randomly changing its time. Most times ahead 4-5 hours but sometimes more and rarely it goes behind my current time. To fix it, is easy open windows setting uncheck auto check time and recheck it. It will show the correct time zone in the setting (est) the whole time. Thinking it might have been windows being windows i fixed it one day and keep auto update time off, so it wouldnt change but it still does. I even booted into bios and checked the time it was showing and it was also wrong, (matched that of windows) did have the right time zone as well. I checked and my bios is up to date.

 My computer runs windows 11

msi z690 edge wifi ddr4 (its z something z690 might be wrong)

I712700k

16gb 3600hz

Strix 3070 (doubt it matters for this issue though)

You could try telling Windows to use UTC (instead of local time)

Ill give it a try i guess but this is also about dual booting, which i dont do

I understand that the cause isn't dual booting for you, probably just a Windows bug.
Doesn't hurt to try and at least it should stop Windows from updating BIOS time (RTC clock) whenever it decides you've changed time zones for some reason.
