So i go onto the Ookla speed test and i get about 950Mbps which is at par because i pay for gigabit internet. and i know the difference between megabit and megabyte so i know my real download speed is around 70-80MBps. But currently while downloading black ops 3 on steam its only allowing 30MBps. Ive looked in task manager and it only pulls 30% of my network total. My question here is that on windows 11 is there a way to temporarily allocate all of my internet to one specific app. because that would be nice to be able to utilize my real download speed and not just a bit

Which is precisely why nobody uses that as a metric. Considering you were able to get a gigabit through browser speed test, that means you are able to get gigabit ethernet (atleast) to your PC. That would mean 300Mbps (which is also indicated by the stream download speed), and that also means either your ISP is throttling specific connections (which comcast is known for).

or steam is cpu-limited because steam downloads and unpacks/installs at the same time, and some games just cant do that at gigabit speeds.

You divide your 947 megabit by 8 and get about 118 megabyte per second max in theory.  I have 560 megabit, get a max of about 70 megabytes per second through Steam, but not with every game install.  It looks normal to me.

As mentioned it's likely limited by CPU/disk and not the network.
