hi all,

i'm currently having an issue with my desktop that i cant wrap my brain around.
i'll first detail my build. 
x570 motherboard
5900x cpu

32gig ram 2666mhz
1080ti 11gig

1200watt power supply

i'll explain the problem as clear as i can, ive always gamed and had no problems with my 100hz 35inch widescreen and 2 24inch sidescreens. i replaced those sidescreens with another 34inch 144hz screen and use the 100hz now as sidescreen.
right after i started expiriencing fps problems in games, my fps would be max 20fps. After hours of trouble shooting and even disconnecting each screen seperate aswel as setting the sidescreen to 50hz, turning of hdr and gsync off,  i seem to have found the problem or a problem but i have no clue on how to fix this.
on startup my hardware monitor says my gpu is hitting power limit without any load. i know utilization limit is normal when no heavy loads are needed but power limit instantly without load? and also sometimes seems to hit the reliable voltage limit.
now the current "fix" i found to this is rebooting the desktop and as soon as i log into windows loadup a game and see if i have 60fps in the game menu and then i can play. if i see lower like 20fps max then its still not working.
also when i lookup the section "clocks" on hwmonitor my graphic clock seems normal 1987mhz, my video clock aswel at 1683mhz but my memory clock is always stuck at 5508mhz it never goes up or down when the bug is active or when its not. 

i'm at a loss atm as to what is causing this and what todo, i thought my screens were the problem since it started right after the install of my new screen but even with my old 100hz plugged in alone it still does the power limit bug.

help is much appreciated!!

could you download hwinfo and check temeratures? might need a repaste

CPU OC: -30 all cores @AutoGhz

GPU OC: 3Ghz Core 2750Mhz Memory w/ 25%W increase (460W)

Those 1080TIs are showing their age recently. I had one go error 43 on me so I flipped my other two during the GPU shortage. Might be time for an upgrade. Used 30 series are selling for reasonable prices right now

yea i forgot to mention i have a custom looped watercooled build, my cpu, motherboard and gpu are in the loop.
max temps for the gpu are never higher then 50-60degrees celsius

yea i know but i'll need a card and waterblock and its a bit more then i wanna spend atm. so i would like to fix this issue xD
