Games, programs or workloads that it will be used for: Apex Legends, Call Of Duty MW2, War Thunder, Battlefield (V, 2042), OBS Studio, Unreal Engine 5

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 
Current parts: Gigabyte H410M S2M Mobo, Intel i5 10400F @ 2,9GHz, Crucial 2x8 2666 MHz,  Gigabyte GTX1650 Super
Upgrade parts: ASRock B760 Pro RS, Intel I9-12900KF @ 5.2GHz, Kingston Fury Beast 64GB (2x32GB) DDR5 5600MHz, Gigabyte RTX 3070
Gonna be playing at 1440p at 144hz and going to be buying around August or September.

My main question is would the 6000MHz RAM be usable with the 12900?
And would this be a good system for the games/streaming/producing games on UE5?

1650 is a somewhat weird choice.  The thing about the 1650 is for a long time it was the fastest card that would run off mother board power (no longer true) and as a result is somewhat overpriced for what it is.  I don’t know what is available in your area.  AMD would normally be the choice for bang/buck high refresh 1080p.  
5600x/6400xt is both cheaper and faster here.  here is not there though.  Might have to go with a 6600 if AMD cpu is not an option. It’s actually a bandwidth pcie4 thing.  The 6400 only has 4 working lanes (yes the comb is 16, but the CARD is 4) so if those lanes are pcie3 it bottlenecks pretty bad.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

Where do you plan to buy from? I'd probably get a 13700k and a z790/z690 instead. If you're planning to get ddr5 then get at the very least a 2x16 gb kit

I'm getting it from an online retailer in my country. The 13900k/kf are 750 euro compared to the 12900kf at 500 and the B760 Pro RS is 180 while the Z790/Z690 are upward of 270/240 and more.

What retailer specifically? Can you provide the url? The 13700k should provide better performance with slightly less thermal output, so I'd probably choose that one, should hopefully be cheaper also. Do you plan to oc at all? If not then I'd just get the non k version to save yourself the money

Your 10400f is fast enough to use with the 3070.  You would be spending a lot of money on the 12900 and motherboard unless you know that what you are doing in UE5 needs more cores.

First you do not want to use all four memory slots with a 13 gen build ... you want 2x16GB, not 4x8GB so that you don't stress the memory controller.  Secondly you do not want to pair up that cheap Asrock board with its 10 phase power design with an unlocked i9 cpu.

Heres the problem. Sure the sites may ship to croatia but the shipping + customs make the price go up by alot. And if i were to order via other sites (outside of croatia) i would go over my budget. Also i have switched to a 2x16gb 6000mhz.

And also there are no b760 tomahawks.

And also i do have a cpu cooler in the cart its the Be quiet! Dark Rock Pro 4, 1x 135mm

Reading the thread I get the impression that all the OP really needs to do is get a 3 or 6 series video card of some heft and possibly a bonitor to let it stretch it’s legs (he might already have one) a 1080p monitor, even with a refresh of over 75 can’t effectively use more than a 3060ti or a 6600xt though. 6 core 10 series is functional. It may have problems at the very end of the XboxX/PS5 run, but it may be something to worry about then.  An extra 4 threads may only buy you time measured in months.  When the next series of consoles comes out it will likely have hardware that nothing bought today can emulate.  Getting a more powerful video card will be cheaper than a recore even if a bigger monitor has to be bought to appreciate the upgrade.
