Would a Noctua CPU Cooler be enough for a Ryzen 9 7950X 3D????  Does Noctua make liquid coolers prebuilt for the 7950X 3D? Please let me know

Even if you are, remember rule 0 of asking someone about PC advice: never give a blank check to anyone to fix it.

Anyway about your question, some rationale to think of:

  1. 7950X3D is slower and hotter just purely for gaming, compared to the higher boosting under load 7800X3D. All AM5 CPUs are currently affected by the overvolt issue, so no, going higher end is not going to save you.
  2. Noctua doesnt have any AIO designs. They stubbornly design everything in house and with the AIO market being dominated by 2 ODM (Original Design Manufacturer) brands of COOLiT in the server space and Asetek in commercial space, theyd rather not. And besides, reliability is their name of the game and AIO will always have more points of failure compared to aircooling.
  3. Also, it depends on how you look at it. NH-U12 is pretty much enough for the X3D in games, but for long term heavy workload like CPU-only rendering youll need something beefier like NH-D15, their flagship aircooler. But if you look outside of Noctua bubble, the competition is pretty tight with many options thats enough for half or even 25% of the price.

Well, as far as I know, Noctua only make exclusively Tower-style air cooler

I have linked a week old LTT video, even though it's not the exact CPU that you are asking for (they cover Ryzen 7950X and i9-13900K for the high end), Noctua does able to tame these beasts compared to more budget tower style Thermalright PA120 which is the CPU cooler that I use

Even though Noctua is the most expensive tower-style air cooler, and we're not made of money, I am kinda agree with Linus talking point at the mid-section of the video

If you are willing to spend on the high-end CPU/built, adding Noctua CPU cooler may seem expensive but it only adding around 2-3% cost of the total built (assuming all other component is 'equally' high end to prevent bottleneck on the performance) and ease of maintenance for long term instead of AIO
