ok i do not think she wants to over clock so i mean getting a k part is useless or maybe not im still a newer guy to this so ya im open to advice

unless you find the non K part for a significantly better price, it is generally recommended that you go with a K part. the NH-U12S would be my recommended cooler. not the highest performance of the bunch but it will whisper on a stock clocked or moderately overclocked quad core, even at full load.

also I would recommend a Corsair CX600 for the PSU. should be enough for what you have there and would be quite quiet and reliable.

so a friend asked me to get her a list of pc parts i would use if u was building her one this is what i think would work her budget is 2000

What kind of photos is she editing? What for?

Go with a higher res IPS monitor for photo editing. The monitor is one of the most important parts for photo editing.

okay. photo editing isn't really going to use that graphics card as much. I'd probably step that down a bit and splurge some more on the monitor. for photo editing the CPU, RAM, and the monitor matter most IMHO

what should i use a a gpu like a r9 270 ?

it really isn't about the resolution of the monitor. you can have a very high resolution that will suck for photo editing. you want a color accurate monitor.

if you can fit it into the budget, an ASUS Proart monitor is a good option

you could get the creme of the crop with the PA279Q or you could go for the more budget friendly option the PA248Q. both are pre calibrated and would be fantastic, but the PA279Q has more pixels and has a 10 bit look up table for >1Billion colors vs 16.7 million from the other monitor, and your standard 8 bit panel. if you can't swallow the price of the PA279Q, then the little brother the PA248Q is a fantastic deal at about $300 on newegg. seriously though. ProArt monitor or some other calibrated monitor is a must for professional photo editing.

to weigh in on the build, I would scrap the H100i in lieu of something with fewer failure points. a noctua U14 or D14 would be a good option. almost as good for overclocking with added reliability. 

I also might go with a silence optimized case instead of a windowed case to cut down on distractions. beyond that it's a solid build (even though I usually recommend a Corsair PSU)
