Having a problem with blocky darks

So I'm using a Samsung G3 Odyssey 165hz as my main monitor. With darker colors the blocky picture is what my main screen looks like. When I drag my screen to my vertical secondary monitor (which is just a small cheap samsung TV I repurposed) the darks look better in comparison. It happens in games as well. 

 

I tried switching the color format in NVIDIA Control Panel to YCbCr444 like I found online but it just makes the blacks have a green tint but still blocky.

 

Is this fixable or is it just the monitor? Any help would be appreciated
