does anyone know of a 770/ 280x or better that has a pcb under 26cm?

none 280x is under 26cm http://www.tomshardware.com/reviews/radeon-r9-280x-third-party-round-up,3655-3.html and the dafault 770 is 26,67 cm

Is your case limiting the size if so is the hdd bay in the way?

Well, I think the strongest card you will get with probably be a mini-itx 760, it's the smallest GPU with the best performance.

I'm pretty sure everything else is huge, 11+ inches or whatever.

You are however, paying a pretty hefty premium compared to the cheapest 760.
If you're able remove the HDD bays and fit in a full-sized GPU, then this is the best one.
