Blue window

Hey,
If I open an application/game, it will get the blue filter shown in the picture. In fullscreen mode the game is fine, but Movies & TV is still not good. Only one app is affected at a time, so if there is another one running that is having problems, then only one is bad.
This is also true for PrtSc, so I can't get a screenshot of it.
The picture shows Sea of Thieves with this problem.

This would indicate its something to do with monitor services, not any software.
