Okay, what games are we talking about? what settings are you running? what temps are your CPU and GPU reaching? what usage levels are your CPU and GPU reaching?

Common build advice:

1) Buy the cheapest (well reviewed) motherboard that has the features you need. Paying more typically only gets you features you won’t use. 2) only get as much RAM as you need, getting more won’t (typically) make your PC faster. 3) While I recommend getting an NVMe drive, you don’t need to splurge for an expensive drive with DRam cache, DRamless drives are fine for gamers. 4) paying for looks is fine, just don’t break the bank. 5) Tower coolers are usually good enough, unless you go top tier Intel or plan on OCing. 6) OCing is a dead meme, you probably shouldn’t bother. 7) "Bottlenecks" rarely matter and "Future-proofing" is a myth. 8) AIOs don't noticeably improve performance past 240mm and don't improve at all past 360mm. 9) RTFM.

Cyberpunk & elden ring, and I'm sure every other game I just recently noticed it was doing it, & the cooler is a Arctic liquid freezer too, my case is a Meshify 2, PSU Is EVGA GQ 850 which does have coil wine currently I am looking to replace it not sure if that could be causing it, and I do monitor my temperatures GPU never gets above 50c Max my CPU temperature goes is about 65

That system should be just fine in basically every game. Are there some specific games where this is happening?

Main games I have recently noticed is cyberpunk and elden ring, elder ring will drop to like 40, and I do monitor all my temperatures everything is good so I'm not sure my PSU does have coil wine not sure if that has anything to do with it I am looking to replace this ASAP, PSU is a EVGA GQ 850w

I mean... that's part of the problem right there. You basically listed two games that are infamous for having issues with occasional stuttering - especially Elden Ring. I know recent patches have made them better, but I doubt the issue will ever be solved 100%.

How frequent are these dips?

I have updated my BIOS and my drivers are up to date, could my  monitor be affecting this out of curiosity?

If you don't have a variable refresh rate monitor (G-Sync or Freesync) with that tech enabled then the dips are going to feel a lot worse, but the monitor won't impact the actual performance of the games.

Yes, but that can mean a stutter every 50 seconds for half a second, or a tank for a full minute every 100 minutes. Those are two very different experiences and could come from different causes.
