So, I'm looking for a new GPU, as my current ASUS Phoenix 1650 is not cutting it, i have it overclocked but the main issue is VRAM in higher demand games, so I am looking for a GPU with better performance at 1080p that won't make my wallet cry, any recommendations?

My current specs are:
CPU: i5-9400F
Motherboard: ASRock H310M-HDV/M.2 Micro ATX
RAM: 2x Kingston 8GB 2666 CL19
GPU: ASUS PHOENIX 1650 4GB
Power Supply: 350W 80+ Bronze

Sidestepping your initial question first, that 350watt PSU is going to greatly limit your options. Are you open to upgrading it as well?

I think any new cards might be bottlenecked by your CPU, so I don't know how much of a performance boost you'd see if you just upgrade your GPU and not your CPU and Motherboard. Also, you'd need a new PSU to drive many of the newer cards.

 

Have you got a budget in mind for the upgrades?
Also, in what country are you shopping?

Common build advice:

1) Buy the cheapest (well reviewed) motherboard that has the features you need. Paying more typically only gets you features you won’t use. 2) only get as much RAM as you need, getting more won’t (typically) make your PC faster. 3) While I recommend getting an NVMe drive, you don’t need to splurge for an expensive drive with DRam cache, DRamless drives are fine for gamers. 4) paying for looks is fine, just don’t break the bank. 5) Tower coolers are usually good enough, unless you go top tier Intel or plan on OCing. 6) OCing is a dead meme, you probably shouldn’t bother. 7) "Bottlenecks" rarely matter and "Future-proofing" is a myth. 8) AIOs don't noticeably improve performance past 240mm and don't improve at all past 360mm. 9) RTFM.

I am, I was kind of expecting a stronger PSU was needed, but wasn't sure. And my budget is only about 350-400 USD.

My budget is somewhere around the 350-400 USD mark, also, shopping in the Czech Republic.

Yikes, that's going to be difficult.

 

Okay, you could upgrade the PSU and GPU now and update the CPU and MB later, but keep in mind that you might not see a huge uplift in performance until you've done those later updates.

 

However, I think you might want to look at the used market cause on the new market: a RX 6600 and a decent PSU sets you back 420 USD and I don't really think the cheaper options are good value for your money.

For that CPU the most you can get w/o running into a serious CPU bottleneck is 6650XT. But as said before, the PSU needs upgrade as well. A 550W PSU from the likes of SeaSonic, Corsair or EVGA should be enough. It will save you some bucks, but won't be able to support much higher upgrade than that.

It's pretty much the end of the line for that platform. Higher than that and the CPU would start bottlenecking. 

 

P.S

I would however strongly recommend adding another ~$20 (or lending from a friend/grandma) and getting this EVGA https://www.alza.cz/EN/evga-650-b5-d6292101.htm jsut so you have a bit more headroom if you change the CPU with something like 100W.

GPUtracker shows 3060 and 6600XT in the €350 bracket right now. But as many people pointed out, your 350W power supply will be the biggest issue. Minimum of 500W, if you plan to upgrade.

And dont get sucked into the up sell trap of "CPU bottleneck". There are too many variables running in the background to say if your CPU really is bottlenecking anything.
Main culprit to "bad performance" is usually drivers that do not utilize performance features of individual PC components. And then theres software level data handling eg how often assets need to be reloaded into the GPU memory, how many assets need to be handled individually etc etc.

Real life example: upgraded from an R9 390X to 7900XTX... on a Z170 board with 7700K. I have a 4K60 monitor. Other than some asset loading quirks (couple of seconds of stutter here and there) its smooth sailing all the way. Games pre 2018 are just butter, 2018 and up show the constraints of the system.
