Bootloop, kinda but not really

That is caused by your motherboard powering on during POST. This can be caused by a number of things, examples are unstable overclock, memory training.  Try clearing CMOS and/or update bios and see if the issue persists.

The issue you are having has nothing to do with Windows.

Hey guys, whenever I push the power button on, my pc starts but then as if it lost power goes dark for less than a second or two, then the lights come back on and it repeats the process for a minimum of 1 minute to a maximum of 8. It has been doing this for a while,I thought that it might have to do something with the registry bring corrupted so I tried the bootrec commands but they didn't work, I've tried a fresh windows install it didn't work. When I used the windows repair tool, it said that it couldn't repair the PC but when I checked the log it said that boot status indicated that OS booted successfully. Do you guys think it might be a power supply issue?
