CPU running stock 80-90 degrees. Should I buy a new cooler?

I have a Ryzen 5800X, and the coolers I have for it is https://www.microcenter.com/product/649772/thermaltake-ux200-se-cpu-cooler . What happens is I don't think my CPU cooler can cool over 120W on my CPU. Which the CPU will pull usually about 130-140 in games. Should I buy a heavier CPU cooler, or new case fans or anything you guys recommend. I have reapplied and changed thermal pastes multiple times and have been software undervolting/clocking the CPU since just so I dont have to worry about all of the heat that would come from my CPU. My additional theory is that I am starving my CPU cooler with my top of case fan (the red one) that is a bit infront of the intake for the cooler. Could this be starving it?

Not new to PC building but new to overheating solutions. Any help would be appreciated :)

From your link it shows that this is a 170W cooler so should handle your cpu. Those temps, is that at idle or under load? If it is under load then the temps are probably fine. If at idle, then you have a problem.

Idle I sit at about 60, in game 75-90.
