I have a question

No question is dumb, thats what this forum is for and thats also how you learn! 🙂  a 4070ti would be a decent match for your current specs if you want to spend that much on a GPU,  your CPU will be a slight bottleneck but nothing I would worry too much about. I would maybe have suggested a faster CPU as well but you clearly state you dont know much about computers so just putting in a GPU would be the easiest ( plug and play basically )   A 650w is sufficient for a 4070ti as your CPU doesn't draw too much power, and your EVGA power supply is a decent quality PSU.
