No motherboard ? Won't work 🙂

Rly to play 4K you need more than a 3060,it's not even good at 1440p ...and you don't need all the cores of a 13700 (esp.  ecores are useless), so I'd suggest an AMD build :

To be honest there are a loot of good sales right now on mindfactrory for your build that can not be seen on PCPartsPicker

That makes 1096 € at that point add to that about 230 € for case and PSU and you are just slightly over 1300 € and you would have a beast of a gaming PC

I would recommend at least a 3070, if you want to stick with NVIDIA btw, for 4k. Technically speaking, a 3070Ti or 3080 will do 4k much better though.

if you dont want to use ray tracing the 6800 if a fair bit better but they are both not really 4k GPUs, but the 6900Xt in my recommendation is a true 4k GPU

RX 6800 will provide higher FPS, but the RTX 3070 will provide more stable performance.
