my friend with lower specs then me gets way more fps on same settings in all games

No where near enough info for this. What specs, what games, what settings, what clock speeds, etc.?

We need more information to help you. What game(s) are you talking about? What are your (and your friends) specs and game settings? Does he have a lower resolution/refresh rate monitor then you? Has he done any overclocking to any of his parts? Once we have this info we can help you better.

He may be running a lower resolution which kinda counteracts some gpu holdback. Wild guess cause there is no context

IM 12th gen i7 with 3070ti he's 11th gen i7 with 3060ti he runs 2k I run 1080 exact same setting he average 30-40% more fps no oc on ether we have same speed ram I have more 12<32

its not just a today problem noticed it for months

Well there are many things you could try. You could check functionality of all parts, clean the pc, OC, improve cooling, upgrade. So many options. Also if you're on windows 11 it can hinder performance sometimes.

oh yah hes 10 I'm 11 I did the upgrade for les background tasks I doubt it tho cuz its in every game

well there are many variables to take into consideration. He could take better care of his computer than you, you could have a damaged component, could be some stealthy malware, so many things it could be. As long as you're getting enough frames to match your monitors refresh rate, it shouldn't matter too much.
