Performance issues in game

I'm getting a average fps of 48 on Fortnite even though I followed the steps in this guide for setting I put my temporal super resolution on performance and I'm still getting AVG 48 fps. I have been having slow internet recently but when I play on ps5 the gameplay is smooth and lags a bit 5 minutes (same as pc lag wise)

GPU rtx 3080

 

CPU i7 13700k

 

Ram Corsair Vengeance RGB Pro SL 32 GB (2 x 16 GB) DDR4-3600 CL18 Memory

 

SSD Samsung 980 Pro w/Heatsink 2 TB M.2-2280 PCIe 4.0 X4 NVME

I'm playing on a 4k TV I get screen tearing if it's off
