You have a lot of venues to get into it, but i always recommend the same way that PC enthusiasts have done for generations, either asking someone else to build it for you or building it yourself. I highly recommend you watching Linus' video on this topic, it is a nightmarishly long video (its 20 minutes short of being same in length to Hereditary, and excludes the supplemental videos to this guide thats explicitly referred) but it gives you the most comprehensive how-to from picking up parts to the point you are booting in windows.

If you are not looking forward to that, i highly recommend you to shop "Boutique" prebuild. What i mean by this is system integrators that build PCs from off the shelf components, which would help A LOT in repair, diagnostics, and subsequent upgrade down the road. There are a lot of players on the block, and there are a lot of bad apples. I recommend you to check out Gamers Nexus deep dives on these boutique stores competence.

also, be sure to get a Nvidia (RTX 4000 series would be best) card or a Radeon 7000 series card for their encoding capabilities.

Budget? Location?.

I've been using computers since around 1978, started learning programming in 1980 on Apple IIs, started learning about hardware in 1990, ran a BBS from 1990-95, built my first Windows PC around 2000, taught myself malware removal starting in 2005 (also learned on Bleeping Computer), learned web dev starting in 2017, and I think I can fill a thimble with all that knowledge. 😉 I'm not an expert, which is why I keep investigating the answers that others give to try and improve my knowledge, so feel free to double-check the advice I give.
