Remember to use legally provided BIOS, and legally acquired ROMs.

 

For PS2, the best in the business is still PCSX2. PS1 used to be PCSX, but most seemingly moved to Duckstation mostly

The best emulators require you to legally acquire software that nobody actually has the tech prowness to do, so if you're asking that question, you don't have the means to do it.
