If you want something at the actual budget, you can get something like this system:

Hi,

I have provided a list of reccomended items. Ryzen is cheaper so that is what I reccomend you go with. Yes if you want to get a second hand GPU that is fine but if you don't then I have provided one. You also forgot about the PSU. You also do not have to get brand names for ssd and ram.

Noctua D15 is an overkill. If you like noctua, U12 or U9/D9 is enough for 12400.

thanks! I found this in the compatibility notes :The Thermalright Peerless Assassin 120 SE WHITE ARGB 66.17 CFM CPU Cooler may require a separately available mounting adapter to fit the Gigabyte Z790 UD AC ATX LGA1700 Motherboard.

That's only if you get one that's been sitting on a shelf for 2 years. Realistically it's pretty rare that you'd need to get a mounting hardware kit for the cooler, and that Peerless Assassin 120 will outperform pretty much any other cooler you can find for $40.

I must say I find it amusing that my PC that I think is about $2500 USD uses a used version of the GPU that you recommend for a 1500 PC. Admitedly part of that is early adopter AM5 and having specific needs related to non-gaming stuff but still funny to see the asrock OC 6700XT.

It was also in November so some of the stuff you are looking for is probably less expensive now. Personally what I did for power supply was look to see what if any power supplies that are reputable and meat the system requirements were on sale.

So it's a way to not cheap out but maybe save $10 dollars + which is definitely nice when you are spending over $100 dollars.

Yeah I’ve been looking on eBay for a used cpu or gpu and there are some pretty good prices that are less than 300 dollars

Noctua would ship the D15s and U12s with the 1700 mounting bracket.  The included hardware and 6- year warranty are part of the reason for the higher price.  The D15 is their top performer but takes up a lot of space over the mobo. The U12A is #2 and doesn't overhang but requires a wide case. The difference between it and the U12S is that it has 2 fans instead of one, more heatpipes in a different configuration, and a different fin array (see next post for details). There are several other coolers that are comparable to these, such as the aforementioned Assassin. Deep Cool, be quiet! and a few other companies also offer 1-2 great coolers.

I've been using computers since around 1978, started learning programming in 1980 on Apple IIs, started learning about hardware in 1990, ran a BBS from 1990-95, built my first Windows PC around 2000, taught myself malware removal starting in 2005 (also learned on Bleeping Computer), learned web dev starting in 2017, and I think I can fill a thimble with all that knowledge. 😉 I'm not an expert, which is why I keep investigating the answers that others give to try and improve my knowledge, so feel free to double-check the advice I give.

Correction regarding the U12S vs A. According to Hardware Canucks, the fin array is denser on the A.

In looking at the Noctua comparative text, it's mostly just marketing words and the chart doesn't talk about the differences between the two arrays. The chart does indicate with their NSPR score that the U12A (regular and chromax.black) is very significantly better than the other versions. However, when I look at the photos of the U12A and the U12S, I can definitely see that not only are the arrays different, but so are the heatpipes. Additionally, the number of heatpipes (per side) and the type of fans are different, with the U12A being $40 more. As a note, chromax.black costs about $10 more. The NH-U12L sits comfortably between the two, offering better performance, better fans and twin heatsinks than the U12S. You can add a second fan to the S, L and redux versions, but I suspect that it would be more valuable on the L than the others given the twin towers.
