I saw a carzy deal on a local second hand market (rtx 3090 for 540fr/575usd). The seller has a great reviews and a ton of feedback from people how bought from him. They have a 30 day return and the GPU still has a one year guarantee. Is that a safe deal?

Sure, sound like a good deal indeed.  If you have the option to return it if its faulty, go for it.

A minimum of 1 hr live stream of the card working and performing under benchmarks. Accept no less and it also can give a good idea of what conditions the card was used in...
