Here's my current airflow setupIMG20230225190203.thumb.jpg.1fe860474cb7ed35d13d6fe83ef2450c.jpg

I'd have been happy with this but my 3080Ti's hotspot and memory temperatures go to around 85 during heavy usage (think Hogwarts legacy or destiny 2). Overall temperature of my GPU stays 70-80 though.

Seeing that the lower fan in the front is halfway inside the shroud, it isn't helping too much in the airflow, so should I take it out and fix it to the front of the radiator directly in front of the GPU?

And/Or if someone has an alternative, I'm willing to try it, I've already repasted it using cooler master mastergel maker.

Have you tried changing the fan curve for the radiator and GPU to see if anything can be done without moving components around? Fan Control software allows you to create mix curves between GPU and CPU to utilize groups of fans for different temperature sensors.

CPU: AMD Ryzen 9 3950X   Motherboard: MSI X570 Gaming Edge Wifi   Case: Deepcool Maxtrexx 70   GPU: RTX 3090   RAM: Corsair Vengeance LPX 3x16GB 3200 MHz   PSU: Super Flower 850W

I've never set fan curves before, should i do it using afterburner or the bios itself?

Can be done in Afterburner, but Fan Control has a much better interface for tweaking curves.
