My recommendations:

 

CPU - 5800X

Cooler - Scythe Ninja 5

Board - Asus TUF Gaming B550-PLUS WIFI II

RAM - 2x16 DDR4-3200 Patriot Viper 4 PV432G320C6K

Storage - WD Blue SN570 1TB PCIe3 M.2

GPU - Asus Dual OC RTX3060ti 8GB

Case - Corsair 4000D Airflow

PSU - Corsair RM850x

 

I run a 5900X on this board with the same PSU, same basic RAM / GPU in a Fractal Pop XL Air and it screams.

 

However, this pushes your budget, to build the machine only, no monitor, keyboard / mouse, etc. I am not sure what your mention of full setup entails.
