Help!! Computer will not boot sometimes

So about a year ago or so I build a new PC not sure how long after about 80% of the time when I go to turn on or restart my computer it will not boot to be more precise. Everything turns on but the power and had light stay solid, and then I have to hard power down the computer, unplug power supply discharge any power plug cord back in and try again about 60% of the time goods up just fine
