Installing Tiny11

Hi everyone! I am currently using Chrome OS Flex on an old desktop and recently learned of the existence of Tiny11. Since I don't have another Windows machine, i used the chromebook recovery utility to make the flash drive to install Tiny11. When I tried booting off of the flash drive the computer didn't boot off of it and booted off of the hard drive. Did I incorrectly make the flash drive?

 

(P.S. I did remember to convert the iso to a bin file)

If I had to guess, I'd say that the Chromebook utility is only capable of creating bootable media with the ChromeOS image file and nothing else.
