I've been budgeting a new build and came to the conclusion that if i want the stuff in the build i have to reduce the cost of the cooler. So i'm not going towards an air cooler instead of aio. What's a good air cooler that fit into the LGA 1700 for under 100 dollars?

You don't need to spend anywhere near $100 for a good air cooler. Even most of the overpriced Noctua stuff isn't that expensive. 

 

It would be helpful to know what actual LGA 1700 CPU you're going to use, but for most chips something like the Thermalright Peerless Assassin will serve just fine for less than fifty bucks. 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

13600k so i thought a 240mm aio would be a bit much + it's making the build out of budget

Which one is 15 more at the retailer you're looking at?
