What you've given us is a picture of an entire card with some dried up old thermal paste on the chip. 

 

If you don't tell us what type of card it is, what problems you're experiencing, or what part of the photo concerns you, there's not much we're going to be able to do to help. 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

the memory chips? the large black rectangles around the die? i would say thats just dust buildup thats stained the chips. a few of them have it just where i imagine the cooler starts to slope up and away if you take a look at it.

 

not to come across as rude, but if you have no idea what these pieces are, there is no way you're fixing this problem IF it is a physical issue with your hardware

I’m not really trying to fix it myself, I was just hoping to take a quick glance at it and see if I could see anything that didn’t look right. I would love to learn more because it seems interesting, not quite sure where to start though.
