CPU stuck on base frequency

This poor little motherboard is not built to hold a fully clocked 9700k

Its not enough to hold it

83c is really high for a 9700k

The board can't supply enough power for the chip so it just stays at 3.6GHz

It doesn't have the capabilities to give it that extra power for that turbo 4.6GHz clock

If I was in your place I'd repurpose that motherboard as a cutting board and get a used z390/z390 motherboard to let that chip really "breathe"

Good thing you didn't get a 9900k with that board...

Recently upgraded to an i7 9700k, turned on my computer checked how much better it was and found out it was stuck on it's base frequency at 100% usage. Went into bios to check it's turbo boost to make sure it was turned on and it was, not sure what else to do now to increase it's speed.

What cpu did you upgrade from?

Did you try resetting the bios?

What kinda board and cooler do you have?

Were gonna a bit more information my guy

Ditto on the questions above, especially the cooler config you've got

Even though CPUs can turbo, if you're running something like Prime95 to stress all cores to 100% at the same time not only will you not be pushing much boost if at all but you'll hit a thermal wall pretty quick.

I used cinebench and my cpu stayed under 83 degrees, my CPU frequency did not move from the base amount

Try using ThrottleStop and open the Limit Reasons window while Cinebench is running.

Does it show PL1 or PL2 power limit throttling lighting up red? Maybe your motherboard is not setting one of the power limits correctly.

 

Post some ThrottleStop screenshots while your CPU is loaded and not running at full speed. It could also be the voltage regulators that are over heating. 

 

The ASRock website shows that when using 95W processors on that motherboard,

 

CPU performance may be limited due to a different power phase design.
