Problem with Microsoft download

Hey, First of all sorry if this is the wrong topic i put this in.

Anyways, For the past 3 days ive tried downloading ForzaHorizon5 on the Xbox launcher on PC and it has downloaded 4% over all 3 of those days. 
I know my internet isnt good but Forza on steam took about an hour or two to download.

I remember sometime ago that i turned a restricter or something on so the Service Host: Network Service Application wouldnt take all my internet and make my entire pc unusable but i cant remember how to turn it off again or if you even can do that?

If anyone has a fix please help!

Just be patient. This is a problem that will solve itself. In about a year or so, you can play that game.

On-topic: you used a restrictor some time ago. Find the source website for that from your browser history. Such tutorials often also explain how to undo those things.
