Gateway 510XL turns on for split second, does not boot

This PC worked fine before I moved, but when I got it back out today it will not boot anymore. It turns on for a split second and during this time the lights on the dvd drives and ide to sd adapter turn on amd the cpu fan spins a small amount, but it shuts off right after. There is an LED on the board labeled STR LED that lights green and stays on

 

Specs:

Intel Pentium 4

2GB A Tech DDR1 RAM

NVidea FX5200 128mb

Delta Electronics 150W PSU

IDE to SD adapter with 128gb Pioneer MicroSD
