If those don't report correctly then you have some other issues. Is the card second hand?

For video cards in general It’s pretty common for a gpu to only monitor 1 fan.  For it to monitor more than one it would have to have multiple fan plugs.  If there is just one and the others are daisychained (as is usually the case) only one fan is monitored anyway 

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

How do you know this?

It was bought brand new from newegg through pc power marketplace all authenticity was in the box. I was using gpu-z and it shows as the base model 3080 which only has 2 fans, this model has 3 fans. The power connection needs 3 cables instead of 1. Voltages are reading from all 3 connections, but only showing stats for 2 fans. Armory Crate recognizes it as a strix 3080 ti.

So the issue seems to be with gpu-z then.  Is your gpu-z version -current?
