I want a fresh reinstall of windows 10 since I got spyware from TLauncher possible viruses from the fake AMD driver site and a new GPU same from AMD. I feel better just to wipe everything clean than just to delete it. Does Windows 10 built in reset really delete it all or could some malware stiff be there?

No it dont remove everything. Reinstall from a usb drive  when your system is compromised.
