IMO you should probably go for used hardware at this price, given how wacky GPU pricing is. The 6500XT is on the cusp of being too low-end for its own good (and isn't worth it 165 USD pricetag).

Maybe not for everything (a new PSU and SSD/HDD are probably advisable)., but most of the performance-orientated components can probably be had for a far better value on the used market. Something like a 5600x or 3600x coupled with a 2070 would be a lot faster and just as expensive if not cheaper.

AMD Ryzen R7 1700 (3.8ghz) w/ NH-D14, EVGA RTX 2080 XC (stock), 4*4GB DDR4 3000MT/s RAM, Gigabyte AB350-Gaming-3 MB, CX750M PSU, 1.5TB SDD + 7TB HDD, Phanteks enthoo pro case

Overspend on the CPU, B450 board would need BIOS update, no SSD?, 6500 XT is a horrible GPU for the price.

He already has a boot SSD he said, with a bulk storage HDD, and you could put that extra 50 towards a better MOBO or PSU.

A better mobo won't improve system responsiveness or gaming performance with this CPU. The PSU is not that bad, I mean it is low end, but so are all the rest of the parts.

1TB SSD should be the standard nowadays, especially when direct storage hits the masses.
